Hi @rjrudin please see if you think my analysis is correct -- the tests in a downstream project, before this patch, were not passing because of a 403 error - query rolesets and protected paths were getting installed by a not-privileged-enough error. I'll try to publish this work locally and verify today. |

I think this is pretty straightforward -- ran into the issue while implementing PII deployments for DHF.
