Align vault skills with Portent model

Summary

• add Portent type/status/relationship guidance to vault ingest and lint skills
• broaden tracker/maintain workflows around PORT object lifecycle and object audits
• update concepts, compact, and research skills to treat Topics, Notes, Events, and relationships explicitly
• add the full Portent spec under shared vault skill references and sync shared references into generated skills
