Add -StartWhenAvailable to Scheduled Task and Explorer.exe restart

Hey, Nice module! Thanks for this!

However i noticed without a "explorer" process restart, the theme changing is not fully done.
Also I think it's a good option to add the "-StartWhenAvailable" to the scheduled task.

This is great thanks, I thought -StartWhenAvailable was a default for a repeating schedule but had noticed that didn't seem to working as I'd hoped so far. I haven't found the explorer.exe restart to be necessary when running it manually, but again perhaps it is when executed by the scheduled task.
