[FEATURE REQUEST] Let us know that a new version is available even without auto-update enabled

Describe the new feature

I'm really pleased that we now have the option to disable UniGetUI's automatic updates while still being able to check for updates manually. It would also be great to have a checkbox similar to the existing 'Update UniGetUI automatically,' but instead labeled something like 'Check for updates even if automatic updates are disabled.' This would notify us when a new UniGetUI update is available without automatically initiating the update.

Describe how this new feature could help users

I'm a bit of a control freak, so I've disabled automatic updates for UniGetUI on all my machines and servers. However, I occasionally forget to update UniGetUI on one of them. With this feature, UniGetUI would at least notify me when a new version is available, allowing me to update it manually.

After an update is published, WinGet should detect the update is available, and you should see UniGetUI appear on the updates list.

Hmm... Can't say i've seen that happen earlier. Do you know how long it usualy takes for Winget to pick up on a new update?

Usually between 1 and 5 days

Got it. Just an example from one of my computers under with version 3.17 installed:

Here it would be nice to get a notification at the top bar of UniGetUI. A bit like the one already implemented with automatic updates turned on, just that this one tells you that a new update is available. At the same time it would also be nice to be able to remove the notification. Maybe we should also be able to have the option to skip just this version in case of a build in the future that does not work as intended or any other reason some would have to skip a build.
