[IMPROVEMENT] Indicate what the telemetry option is currently set to #3488

Describe the improvement
The setting for telemetry does not give any information about it's current state, nor does it give any feedback to the user when changed.
I suggest a switch button that when activated/deactivated initializes the popup, or even better, instead of a popup the settings tile can expand instead.
Describe how this improvement could help users
Users can instantly see the current state of the setting, and get feedback if they change it.
