Tests Builds

Build the plugin using the following command:
  
  mvn -X clean install -Dmaven.test.failure.ignore=true

Tests failures need to be ignored due to pre-existing issues.  The Maven Plugin version 
was updated from 3.2 to 3.11 due to internal errors during execution.  
The animal-sniffer checks were skipped due to further internal errors.  
Amazon Corretto 1.8 was used to build.

Releasing the plugin to a local Artifactory server for testing involves using 
the "Set Me Up" button from Artifactory's web UI to obtain the new Maven settings 
file: .m2/settings.  Then temporarily update the distributionManagement in 
the parent POM to be similar to the following (make sure the ids correspond 
to the ids in settings).  Only then should mvn deploy be run.
