Gate Logic Overhaul

  • 5B: FAIL now triggers RETRY or ESCALATE (4+ Category C issues)
  • 6V: Dual gate system — PASS/CONDITIONAL PASS/FAIL routing with scenario-driven verification
  • 6R: Max 3 internal fix-verify cycles per run before mandatory escalation
  • 7V: Binary gate — PASS or FAIL (hotfix + re-deploy / rollback)
  • 8 + 9: NEVER concurrent rule enforced

Credential Tier System

Four tiers (Placeholder, Service, Deploy, Production) gating pipeline progression at Stages 3, 5, 7, and 7V
