Level 3 is opt-in and off by default. When you enable it:
Auto-merge fires only for low-risk tiers; everything else stays a draft PR for you to merge.
Protected paths (agent/safety/*, skills/evolve/*, agent/contracts/*) can never be auto-merged — the agent cannot change its own rules.
PRs are capped (20 files / 500 lines). Optional rollback auto-reverts on a post-merge health failure.
Honest limitation: I (the maintainer) run my own live projects at Level 2 (draft PRs I merge by hand). I have not battle-tested Level-3 auto-merge on production over a long horizon. Treat Level 3 as "use at your own pace, observe first."
