Improved handling of blocked popouts + onBlockedPopout event #896

When you restore a layout with popout windows most browsers, like Chrome, will block the popout from being restored unless the user allows popups for that domain. That results in an empty group (without panels) showing up in the layout.
Describe the solution you'd like
I would prefer the panels being put back in their original place, similar to how they would be restored if the user closed a popout and an event being called to allow for a message being displayed to the user that their popout was blocked by the browser.
Describe alternatives you've considered
Just an event when the attempt to show a popout would help.
