Popover overflow when hovering right-aligned 'more' icon in panel group

Describe the bug
When multiple panels exist in a panel group and the "more" icon is positioned at the far right edge of the browser window, hovering over the "more" icon causes its popover to overflow beyond the browser window. This makes the popover content partially or completely invisible to users.

Steps to reproduce the behavior:

1. Open the panel group with multiple panels
2. Position the "more" icon at the rightmost edge of the browser window
3. Hover over the "more" icon
4. Observe the popover extending beyond the viewport

Expected behavior
The popover should right-align with the browser window edge when the "more" icon is at the far right, ensuring all popover content remains fully visible within the viewport.
