Time-of-use tariffs are now data-driven

Tariff bands are no longer hardcoded: they come from JSON presets under
custom_components/evbalance/tariffs/, so new countries can be added with a
simple pull request (validated in CI against a JSON Schema).

Highlights

• Data-driven tariff schemes with minute-level bands (HH:MM), seasonal
  schedules, weekend handling and national holidays (via the holidays library).
• Per-band cost rank — groundwork for future price-aware charging control.

• Tariff editor in the panel: pick a preset (pre-selected by your Home
  Assistant country) or build/modify custom bands, saved per config entry.
• default single-rate tariff used when none is selected.

Compatibility

Fully backward compatible: existing setups keep their bands and energy
statistics. The historical arera/flat presets keep working through aliases,
so no reconfiguration is needed.

• Relicensed under the GNU General Public License v3.0 (see LICENSE); added a NOTICE file with author attribution and per-file SPDX headers.
• CI: HACS validation now passes all checks without the ignore key (local brand images satisfy the brands check).

• Reworked the brand artwork (icon and logo redrawn) and refreshed the bundled images in custom_components/evbalance/brand/. The logo is now 512×152 (@2x 1024×304); the icon stays 256×256 (@2x 512×512).

As of Home Assistant 2026.3 a custom integration can ship its own brand images locally and they take priority over the brands CDN, so the icon shows in the Home Assistant UI without waiting for a home-assistant/brands submission. See the brands proxy API announcement.

Fixed

• Corrected panel and integration translation strings across all supported languages (German, English, Spanish, French, Italian) in both the backend (strings.json, translations/*.json) and the frontend panel (evbalance-translations.js), so labels and options render correctly in every locale.
