What it does: fix lipsync once and never again for that kind of stream. Adjust Kodi's audio offset during playback the way you always have. The addon remembers the value for that stream's HDR type, audio format, and frame rate, then re-applies it automatically on every matching playback.
Coming from the original Audio Offset Manager? Evolved supersedes it. The original's final release is 2.1.0; all further development happens here. The main differences: the original sorted streams into a very limited fixed list of HDR types and audio formats, while Evolved accepts whatever Kodi reports, so new and unusual formats get their own profiles without needing an addon update. Offsets live in their own database instead of the settings dialog, with a management view of everything learned plus backup export and import. Saved values keep full 1 ms resolution with no step or range limits beyond Kodi's own. If you have the original installed, disable or uninstall it so the two addons do not apply offsets on top of each other.

Requirements: Kodi 20 (Nexus) or later.
Install: download the zip below and use Add-ons > Install from zip file. Updating from a previous beta is a normal install over the top; learned offsets are kept.
