Updates Python version info to currently supported set of Python versions
Checks, using github workflows, that this is indeed so (travis removed accordingly)
Removes runtests.py (the vendored pytest was long broken, in various ways across the 3.9 - 3.13 range)


          Replace travis with GitHub workflows
