Per-room karma counting

Will be good to have way for limit room list, where bot counts user karma. Because now user can invite bot to new room (or many rooms) with his second account, and increase his karma manually.

You can configure the maubot client to not autojoin rooms. That's how the TWIM karma bot is configured.

However, per-room karma (with optional room grouping) might be useful.
