Toolbars provide easy and quick access to the application most important features.
Making use of the defined toolbars on the Nomad HIG will provide a cohesive look and feeling across the Nomad environment.
Toolbars should not be abused and not be populate with too many items, there are there to let the user access the most important actions in a quickly way, the other features or actions should go under the Global Drawer.

There are three types of toolbars used on Nomad apps, basing on importance the ranking is:
Footer Toolbar -> allows quickly and easy access to the most used actions.
Header Toolbar -> lets the user browse through the application views, also contains the hamburger menu for the app Global Drawer and the Search action button
Secondary Toolbar -> closely related to the current view, it is prescindible if there's not actions related to the current view, it could go either under the Header Toolbar or above the Footer Toolbar
