Summary

Add Catch2 and nlohmann-json via CMake FetchContent and wire base64 includes
Replace ad-hoc beacon/listener tests with Catch2 unit suites
Add simple transport mains for beacon and listener variants

Testing

cmake -DWITH_TESTS=ON ..
cmake --build . -j 4
ctest --output-on-failure
