Description
Create a basic build pipeline for Windows and Linux. The main complexity here is vcpkg. The qt6 dependency is huge, and takes 2-4 hours to build on a local machine. There are solutions that exist for caching stages in GH actions, but it's unclear how straightforward it is to cache vcpkg builds. Solving this problem is critical, as it will cut down build times by more than 90%.
