Downloads from ACASFormLSFileValueFieldController don't respect original file name in comments #791
Description
If the saved file name on disk (i.e. Foo (1).bar) varies from the original file name saved in a FileValue's comments (i.e. Foo.bar), it would be best if downloading that file used the original file name rather than the name on the ACAS server's disk.
