Exploration Rate controls are not exposed in the UI

From CONFIGURATION.md:

Use performanceExplorationRate (default 0.05) to occasionally explore other targets and prevent locking onto one provider. Applies to performance and latency selectors. latencyExplorationRate can be set separately for the latency selector (defaults to performanceExplorationRate if not specified).

None of these are exposed in the UI. They need to exist on the settings pahe.

Added Exploration Rate controls to the Configuration page following the Failover/Cooldown Disclosure-card style:

Changes

• Backend: GET/PATCH /v0/management/config/exploration-rate endpoints with 0–1 validation
• Frontend API: getExplorationRates() and patchExplorationRates() methods
• Frontend UI: New "Exploration Rate Settings" Disclosure card with performanceExplorationRate and latencyExplorationRate inputs

Both frontend and backend TypeScript compile cleanly.
