- fix: ensure-unpublished-release has trigger permissions

Dependabot PRs receive a read-only GITHUB_TOKEN, which causes 403s when the acceptance tests attempt to dispatch workflows. The tests still run on the merge commit to main. Signed-off-by: Mike Ball <mikedball@gmail.com>
