Turning off phone kills call/text blockers

After turning off your phone, SafeMode needs to be deactivated/reactivated to 
continue blocking calls and texts.  We should really have a service that 
handles these things (instead of tying them to an activity in any way).  Then 
we can have the service catch boot finished intents.
```
