PermitReceipt Reference Evaluation v2.2.1

Public source-available evaluation artifact for PermitReceipt-based permit-before-commit authorization of AI-agent and workload external effects.

This release demonstrates deterministic canonicalization, action digest binding, policy epoch checks, status/recency checks, anti-replay handling, fail-closed denial, and deterministic conformance vectors.

Scope

This is a synthetic evaluation artifact only.

It does not process live payments, store PAN/SAD, call live processors, provide production non-bypassability, or grant a patent license.
