When a workflow is created with the option to deploy with
srcorservicewhen compiling multiple time, the workflow will raise an error because the services already exist or are started.This pull request create or start the service only if needed but doesn't crash the process.
It also doesn't delegate to the command anymore because the command overrides the error.
