[feature suggestion] [repeaters] add option to add default scope to unscoped packets. #1754
Description
This feature suggestion "feels" somewhat related to feature request #1751:
In a discussion it came up that when someone "new" is in an area where only specific regions are configured on repeaters (i.e. denyf * -- no routing of unscoped messages), they might get frustrated and turn away.
From this came the idea to add an option that a repeater without repeating of unscoped packages would add a pre-defined default scope (to be configured and switched on on a per-repeater basis, default unconfigured) to any packet without scope.
