Draft until scipy is tested a bit more. Tested in HaoZeke/OpenBLAS#33 (comment)

The next update should be for the new 0.39 release.

Same builds / checks as in earlier PRs [1,2]

There might be some scipy-specific followups later from @rgommers but otherwise this should be good to go?

CI failures:

  • If you rebase and change the unsupported-architecture message to include the string unsupported architecture you can avoid a few ❌es.
  • libtinfo5 is no longer available on current Ubuntu; use libtinfo6.
  • Given the discussion at ENH: Add OpenBLAS wrap #1734 (comment) it probably makes more sense to remove the build_on Windows restriction.
