  1. Fixed CI by running ufmt ., and fix a few other warnings. No logic change.
  2. Update README.md with dev dependency installation command.
  3. Added ufmt to dev deps in pyproject.toml and sorted the deps in alphabetical order.

Why UT is failing? is this the known UT failure issue ?

Unit tests have never passed in CI. I can run them locally. I'll spend some more time to see how to make them pass in CI. Somehow I guess it's an environment issue.
