Broken links in search results.

It's possible this is related to the CPAN outage, but it's visible on metacpan.org.

To Reproduce Steps to reproduce the behavior:

1. Go to https://metacpan.org/search?q=YAML%3A%3ASyck (search for "YAML::Syck")
2. Click the first result (links to https://metacpan.org/pod/YAML::Syck )
3. See "Not found" error

Display the YAML::Syck documentation

This is because https://metacpan.org/release/TODDR/YAML-Syck-1.35 has not been indexed as stable on metacpan, which may have a number of causes but the root cause is certainly the cpan rsync issue.

Modules have started disappearing again. Comparing with PAUSE logs:

(02packages.details.txt shows the new versions, cpanm with cpan.metacpan.org finds them, but on the site they are not listed with their users nor as modules/pod, and only the older source versions are available)
