issue:checkout aborted with an error when the GitLab fork remote wasn't present locally, leaving the user to manually run issue:setup-remote first.

Changes

Interactive mode — prompts Remote X does not exist. Set it up now? [Y/n] (defaults Yes); runs SetupIssueRemoteAction on confirmation, shows original error on refusal
Non-interactive mode — runs SetupIssueRemoteAction automatically without prompting
Wraps setup in try/catch for a clean error message if it fails (e.g. SSH key missing)
Shares a single GitLabClient instance across GetIssueForkAction and SetupIssueRemoteAction
Refreshes fork data after setup so branch list reflects newly fetched refs
