Spotter commentary can now be configured per session type.

Knob +/- step sizes are now user adjustable!
- Each knob's per-step amount (how much one +/- press changes its value, whether pressed by mouse or a mapped input) can now be set on the controller profiles page.
- Step sizes are shared across all controller profiles, so they persist when you switch profiles.
