🧹 fix unused dryRun parameter in safe-suspend

🎯 What: Removed the unused underscore from the _dryRun parameter in safeSuspend and implemented logic to respect the flag in the logged output.
💡 Why: Improves code health by resolving an unused parameter warning and making the function's skeleton more functional for future implementation.
