docs(priorities): refresh planner queue

Summary:

• Drop completed no-secret first-agent transcript from the planner queue after PR docs: add no-secret first-agent transcript #3713.
• Promote AtlasCloud plan/delegate side-effect conformance (provider-conformance: require real notify side effect in AtlasCloud plan-delegate #3711) as the next top item while preserving the remaining Now/Next ordering.
