docs(priorities): refresh planner queue for 3745

Summary:

• Drop completed AtlasCloud empty follow-up item atlascloud: surface tool result when follow-up reply is empty #3735 after PR atlascloud: fall back to tool results #3744 merged.
• Promote atlascloud: fix minimax-m3 tool-call 400s in provider conformance #3742 as the top provider-conformance blocker because AtlasCloud minimax-m3 now fails tool-call requests with repeatable 400s.
• Keep atlascloud: require notification side effects in multi-step harnesses #3736 and harness: parse multi-event A2A SSE fallback responses #3662 ordered behind the request-shape blocker so the loop addresses live provider failures before parser brittleness.
