Summary

Removed completed Fix atlascloud A2A stream fallback marker validation #3832 after Harden A2A fallback stream validation #3839 merged.
Promoted Propagate agent run cancellation and deadlines through model and tool calls #3544 as the top Now-phase resilience item.
Added Make first-agent preflight failures actionable #3841 for actionable first-agent preflight output to keep adoption work in the queue.

Testing

Not run (planning/docs-only queue update).

Closes #3840
