Onboarding Sébastien Degodez as Microcks Maintainer

This issue tracks the tasks required to onboard Sébastien Degodez (@SebastienDegodez) as a Microcks Maintainer.

Sébastien has been elected following our open governance process, recognizing his sustained and impactful contributions to the project, from individual contributor, to code owner of the Testcontainers libraries, and now joining the Microcks maintainers team.

His nomination also reflects the strong engagement of AXA as an adopter and supporter of the Microcks open-source ecosystem.

This nomination is directly aligned with the ongoing governance and project maturity improvement efforts referenced in the CNCF TOC review.
