Build failure bootc image for Fedora 43

Problem does not happen with F42. F43 was recently GA'd.

As temporary workaround I changed latest to 42 in my COPR PR.

To reproduce the problem locally, use the following workflow

Run the latest Fedora container image

sudo podman run -it --rm --name fedora43 fedora:latest

Copy MicroShift RPMs to the running container

sudo podman cp /tmp/microshift-rpms/ fedora43:/tmp/
sudo podman cp ./src/rpm/create_repos.sh fedora43:/tmp/

Pre-install dependencies to minimize the final installation list

/tmp/create_repos.sh -create /tmp/microshift-rpms/
dnf install -y bash-completion NetworkManager bootc NetworkManager-ovs cri-o cri-tools rpm-ostree sos iptables conntrack-tools greenboot hostname jq openshift-clients containernetworking-plugins

Install MicroShift RPMs with verbose logging

cd /tmp/microshift-rpms
rpm -ivvv ./x86_64/microshift-4*.rpm ./x86_64/microshift-networking-*.rpm ./noarch/microshift-greenboot-*.rpm ./noarch/microshift-selinux-*.rpm

Looking at the rpm_install.log file, the problem seems to be with the following code:

+ systemctl is-enabled --quiet greenboot-healthcheck
+ systemctl enable --now --quiet greenboot-healthcheck 
--now cannot be used when systemd is not running or in conjunction with --root=/--global, refusing.

Here's the microshift-greenboot scriptlet causing the problem
