This PR ports the existing JS and .NET samples to Python. Each sample includes a README.md documenting how to setup, configure, and run it. Each sample also includes a env.TEMPLATE to serve as template for configurations of the respective sample. Finally, dependencies are listed in the requirement.txt files.

Would you add these python samples in the python folder created in branch sample-reorg and included in this PR: #242

I think this will be much easier to manage.

Will do! I am working on some changes to use semantic-kernel in the Weather Agent sample, so I'll have that ready after.
