The split queue tab is not closed if detaching the queue attachment with the original tab already closed

Steps to Reproduce

1. Expand one storage account -> Queues.
2. Create a queue -> Attach the queue.
3. The attached queue is opened -> Split the attached queue tab. (Make sure there is no other opened tab)
4. Close the original tab -> Detach the queue.
5. Check whether the split queue tab is closed.

Expected Experience

The split queue tab is closed.

Actual Experience

The split queue tab isn't closed.

1. This issue doesn't reproduce for blob containers/file shares/tables.

The queue explorers are using the old editor API which doesn't have knowledge of cloned explorers. Since this is not a critical scenario, we will won't fix this issue for now and when we move those explorers to the new Panel API this will be resolved at the same time.
