Bug Descriptions

1. No error occurs when adding two tags with the same key on 'Edit Tags' dialog.
2. No error occurs when adding two metadata with the same key on 'Properties' dialog.

Steps to Reproduce

1. Expand one storage account -> Blob Containers.
2. Create a blob container -> Upload one blob.
3. Right click the blob -> Click 'Edit Tags...'.
4. Add two tags with the same key.
5. Check whether an error occurs.

Expected Experience

An error occurs.

Actual Experience

No error occurs.

Verified this issue on the build main 20230620.3. Fixed. So, we are going to close it.
