Steps to Reproduce

1. Expand one storage account -> File Shares.
2. Create a file share -> Narrow the tab horizontally.
3. Check whether there is a horizontal scrollbar under the toolbar.

Expected Experience

There is a horizontal scrollbar.

Actual Experience

There is a vertical scrollbar.
