Windows DSVM trying to connect to dc.visualstudio.com

Attempts to connect to dc.visualstudio.com fill the Firewall logs. This traffic comes from the Windows DSVMs.

One option is to add the following to the hosts file:

127.0.0.1 dc.services.visualstudio.com
127.0.0.1 rt.services.visualstudio.com

Hiding the fact that a VM comms is being blocked via the hosts file seem like a recipe for someone to debug a future problem for hours and getting angry when they find this.
If we can't remove that VM functionality trying to access the domain I think we should leave it as is.
