- Created phase2-provider-wiring.md verification document - Confirmed event publishing flow through factory pattern - Verified helpers.py uses get_event_publisher() factory function - Documented that wiring was completed in Stories 120-121 - No code changes needed - factory pattern already in place - Online mode: Azure Event Grid (no regression) - Offline mode: RabbitMQ topic exchanges (new functionality) Related Work Item: microsoft#124 Co-Authored-By: Claude Sonnet 4.5 <noreply@anthropic.com>
