Introduce automation for registering necessary Azure resource providers and features required for Azure TRE deployments. This change eliminates manual registration steps, ensuring a smoother deployment process and reducing the likelihood of failures. The implementation includes a new script for provider registration and updates to documentation for both manual and CI/CD deployment instructions.
