Description
use localstorage to record the luis publish status.
if the file is updated, set published = false;
if the file is deleted, remove the published flag;
if published, set all published = true;
I will sync with fei chen to update the bf-lu library. Then I can get all applications' version after publishing the lu files. And the true/false can be replaced with the version.
