HC should scan for Freb, Pipeline tracing & Extra if enabled warn the user about performance issue & advise to disable

Describe The Request
Using HC to scan for Freb enabled -- scan and report if applicationHost.config contains FailedRequestsTracingModule set to True
Pipeline tracing validate using <Get-TransportService | Get-MailboxTransportService> | Format-List PipelineTracingEnabled

Not sure if we can include Extra in this, because there doesn't appear to be a way to query for the provider to see if that is running. If there is a way, please provide that here.

Therefore, moving forward we can look at including FREB/Pipeline tracing.
