Suppress Download Domains finding if not enabled

If/when the HealthChecker.ps1 script detects:

Enable Download Domains: False

Please suppress this finding:

Security Vulnerability: Download Domains are not configured. You should configure them to be protected against CVE-2021-1730.

As that "finding" is a false positive and the script already pulled information that should inform this logic.

This is by Design. The first section is for always displaying the value from Get-OrganizationConfig. The second section is to make sure that everything is property configured for Download Domains to not be vulnerable to the CVE.
