I want to install and run Stable Diffusion on my PC but I always get this error.

I installed it a few times and it should be installed. It also says that its already satisfied:

I already looked up other issues on github but it didnt help.

You are running with sudo so it doesn't check your user specific packages. Running such scripts sudo is a bad idea in the first place.
