Fix the release notes incorrectly modified in #8013

I don't think either of these are SM 6.10 experimental features, are they? They should be in the "Other Changes" section.

I don't think I added the long long note to that section; i am just putting it back where it was before i accidentally moved it. I can move my new note to the other changes section which didn't exist when i originally modified this file.

It's still in the wrong place, we should fix that while we're doing this.
