Fix AdminConsentGranted for app permissions

This PR fixes an issue with the AdminConsentGranted property. It was always wrong.

This Pull Request (PR) fixes the following issues

• Fixes MSFT_AADApplication : bug that causes AdminConsentGranted is always false #5027
