And add copy step to the NuGet folder. This ensure the file will be in the UPM and UnityPackage distributions as well.
This allows for manual runs of mrtk_ci without extraneous packages in the feeds
Since this assembly isn't under .Tools for some reason...even though it's in the Tools folder
Adds groundwork for migrating projects off NuGet to UPM/.unitypackages
