Quant export compability with ort-genai>0.9.0

Describe your changes

• Change the version check to < 0.9.0 to do the patch for latest versions. ort-genai hasn't been updated with this change yet.
• Small OnnxDAG fix to cover cases where the nodes and io might have name clashes
